(2) When broadcasting stations announce a Tidal Wave Warning,
a) People on the seashore and residents near the coast must move away from the shore, evacuate immediately to a safe place and listen for information on the radio or TV.
b) Mayors must order people on the seashore, residents near the coast, etc., to leave the shore immediately and evacuate to a safe place.
Mayors must in advance promote widespread awareness of a) above.
Mayors must take the same measures when they are informed of a Tidal Wave Warning through channels other than the broadcasting media.
(3) Organizations concerned must in advance confirm the communication systems and those receiving information in order that no one is omitted. In places where large numbers may be expected to gather, including holiday resorts (e.g.., fishing ports, harhours, jetties, yacht harbours, sea-bathing spots, fishing spots, coastal scenic spots), nurseries and coastal construction sites, they must link up and cooperate with the managers of the facilities there (e.g.., managers of fisherman's cooperative association, managers of sea-bathing areas, construction foremen) and independent anti-disaster organizations. At the same time, they must work to promote disaster prevention education, using examples of past disasters.
2 Specific Points
(1) Speedier announcement of Tidal Wave Warning
The Meteorological Agency (MA) is taking measures to allow speedier announcement of the Tidal Wave Warning (aiming at two or three minutes after the earthquake).
(2) Speedier and more accurate transmission of the Tidal Wave Warning
The government and other organizations shall inspect communication systems and communication routes, identify bottle-necks, and improve the systems to allow quicker transmission of the Warning to the municipalities.
